President & Chief Executive Officer
National e-Governance Division
Ministry of Electronics & Information Technology (MeitY) Government of India

The process of digitisation started about thirty five years ago, in the country. In the initial stages, however, the pace was so gradual and the changes so subtle that it went almost unnoticed. It is only over the last few years that the digital revolution has opened up a whole new vista of opportunities, reshaping the scope of development. From being a novelty and a peripheral solution, digital governance now occupies a pivotal position. A number of e- services and common digital infrastructure services are now available across the country. The vision of the Government, the capabilities of industry and aspirations of the New Age Citizens are all embodied in Digital India programme.

In India and across the globe, the nature and scope of digital governance is shifting from standalone service delivery systems to integrated systems based on nationwide enterprise architecture. All citizen entitlements and business approvals are envisioned to be delivered in a cashless, contactless and paperless manner with an integrated service delivery ecosystem. Mobile technology, cloud computing, data analytics, artificial intelligence and other emerging technologies have the potential to radically transform the functioning of Governments and businesses. These technologies are re- writing the rules of the game in availability, affordability, accessibility and assurance of services.

One of the major challenges faced by the Government and Industry is the lack of ready to deploy professionals with the right skill-sets and knowledge to embrace this opportunity with the speed required to match up to the best in the world. It is therefore important that all key players in the digitalisation value-chain, such as policy makers, professionals and practitioners are aware of the nuances of technology-enabled management, service delivery and data based decision-making. Involvement of leading training and academic institutes is imperative to foster and sustain the capacity building effort, and to scale it up for meeting the requirements of both, the Government and industry. Moreover, Digital Governance discipline has also matured over the years and deserves a dedicated curriculum in formal education.

Recognising this need and scope, National e-Governance Division (NeGD) extended its full support to the Indian Institute of Management Visakhapatnam for Master of Business Administration (MBA) Degree programme in Digital Governance & Management. The programme is blended with a judicious mix of traditional and virtual classroom modes of learning, a capstone project and an international immersion of two weeks. The programme is designed for Government officials and public sector executives responsible for the design and implementation of digital governance initiatives as well as technology managers, who lead implementation teams of the associated industry partners.

I am confident that this programme shall, soon, gain prominence, producing global leaders and experts in Digital Governance domain.
